A Democratic darling and top fundraiser who had President Biden preside over his nuptials has dished out tens of thousands of dollars to Kamala Harris and other candidates — while the IRS was coming after him for millions in unpaid taxes, The Post has learned.
Henry Muñoz, the finance chairman emeritus of the Democratic National Committee, had a whopping $3,497,319 federal income tax lien placed against him in April 2023, IRS records show, along with a $152,411.46 business tax warrant in his home state of Texas.
That hasn’t stopped Muñoz, 64, from splashing out out six figures to his fellow Democrats for the 2024 elections.
The powerbroker gave a $6,600 max-out donation to the Biden/Harris — now Harris/Walz — campaign; $37,686.45 to the DNC; and $62,400 to assorted Democratic candidates for House and Senate, including Tom Suozzi (D-Long Island), Rep. Pat Ryan (D-Ulster County), and former Congressman Mondaire Jones.
Muñoz served as President Barack Obama’s handpicked lead fundraiser and was among the top 2020 bundlers for Biden, amassing more than $200,000 on the Democrat’s behalf.
In 2017, Biden personally officiated Muñoz’ marriage to Kaia Ferari. In 2022, Biden held a cash bash for Democrats at Muñoz’ $7.3 million Park Avenue condo, which reportedly raised more than $2 million.
In February, Biden gave Muñoz a shout-out before even acknowledging Gov. Hochul was in the room during a glitzy fundraiser at the Mandarin Oriental Hotel in Columbus Circle.
“Henry Muñoz, my old buddy, thank you for all you’ve done for me for a long, long time,” said Biden.
Muñoz currently sits alongside Michigan Gov. Gretchen Whitmer, Illinois Sen. Tammy Duckworth, and Minnesota Democratic-Farmer-Labor Party head Ken Martin as one of the DNC’s four vice-chairs.
He rakes in big bucks from his only documented source of income: $51 million for “consulting services” over the course of five years with a Medicaid-funded nonprofit called SOMOS Community Care, a Bronx-based network of private doctors’ offices catering to low-income patients.
Campaign disclosures show SOMOS employees pumped more than $1 million into the Harris Victory Fund, with most of the gifts arriving around the time of the February fundraiser, which SOMOS brass hosted.
Almost exactly one month earlier, Biden’s Department of Health and Human Services signed off on a waiver to continue Medicaid funding for SOMOS. To date, SOMOS has received more than $600 million in Medicaid dollars through New York State.
But big income for Muñoz and his pass-through consulting company MSTZO LLC has come with massive tax bills.
The IRS lodged the $3.4 million lien against him in 2023, while Texas slapped MSTZO LLC — which does business as Cultural Productions — with a $122,703.64 lien in January, plus $29,707.82 in interest in penalties.
Muñoz claimed he already paid down his debt to Texas, with a spokesperson offering a photo of a computer screen showing a sequence of payments covering the balance of the warrant as proof.
The spokesman also insisted Muñoz appealed his federal tax lien, offering to provide proof but failing to send the documents, and claimed he was not obligated to pay while the process unfolded.
The agency may suspend collections pending appeal for a taxpayer who does so within 30 days, but Muñoz’ spokesman did not say when he challenged the lien or provide any documentation.
“Mr. Muñoz through his power of attorney is working diligently with the [IRS] to resolve several issues that will determine his correct tax liability,” Tusk Strategies CEO Chris Coffey told The Post. “Mr. Muñoz is confident that a successful resolution will be reached.”
Public records show Muñoz’s company, MSTZO LLC — the same one slapped with a lien in Texas — paid Coffey’s firm $60,000 last year to lobby HHS and Congress on the Medicaid waiver, and another $60,000 to lobby Albany on medical marijuana licensing.
